In June 2018, The Vista School® announced it had fulfilled a promise made to 32 school districts and one intermediate unit by reimbursing $210,462 following the successful settlement of claims related to the Pennsylvania School-Based Access Program (SBAP). The funds were distributed as tuition credits to offset increases implemented during the 2014-15 school year due to SBAP revenue shortfalls.
SBAP is a Medicaid program designed to reimburse schools for providing services such as occupational therapy, speech therapy, and nursing to students with Individualized Education Programs (IEPs). However, starting in the 2012-13 school year and continuing through 2014-15, many schools experienced sharp declines in SBAP revenue and delays in payments. For Vista, these losses totaled hundreds of thousands of dollars, prompting a tuition increase in 2014-15 to address the anticipated shortfall.
Vista’s Chief Strategic Officer and General Counsel, Michael G. Jarman, stated at the time, “We had promised our districts in the spring of 2014 that if we were successful in recovering these monies, we would share that recovery with them. Vista is pleased to make good on that promise.”
Of the $210,462 recovered, approximately 80% was reimbursed to the affected districts as tuition credits for current students. The remaining 20% covered litigation costs, including legal, accounting, and expert witness fees. This reimbursement represents Vista’s commitment to maintaining strong partnerships with its local school districts and providing equitable support for students with autism.
